Captain Daniel Baldwin of the late first [undecipherable - torn] of New Jersey became in consequence of his wounds [deranged?] in 1779 he applies for the Supernumerary pay allowed by Act of Congress of the 24 Novem. 1778 but he having [undecipherable] as Captain Baldwin has been on is a Pensioner of the United States, a Query arises with me, whether he is not Similarly situated with those who have Recd Commutation
I will particularly thank you for your opinion on his Claim and whether I am Justifyable in granting it--
