Sir,
By direction of the Honorable the Secretary for the department of War I inclose a Bill of exchange of this date drawn on you for at sight by Saml. Meredith Treasurer of the United States in my favor for Seven hundred & Eighty Nine pounds Dollars & Sixteen Cents which you will please to pay to the order of Alexr. Parker Esq. appointed a Major on order by the act of Congress of the 30th. of April last under the proviso that Mr. Parker accepts the appointment, in this case you will please to take triplicate receipts agreeably to the inclosed former and forward them to me by different posts
But should he decline the appointment you will please to hold the Bill subject to my order & to give me the earliest information
