Extract of a Letter from the Secretary of War to the Lieutenants of the Counties of Harrison, Randolph, Ohio, Monongahala, and Kenhawa ___ dated the 13th April 1790. and to the Lieutenant of Russell County, dated April 29th 1790
"Therefore Sir, I do in the name of the President of the United States,, hereby authorize and empower you, if in your judgement the appearances of danger are such, as to require the measure to call forth the Scouts herein mentioned, and under the regulations described.___
1st That the number of men called Scouts, shall not exceed the number which heretofore have been usually allowed by Virginia ___ and upon no pretence to exceed the number of eight men___
2d That the pay or expence of said Scouts, shall not exceed the pay and expence heretofore usually allowed by Virginia___
3d That the said Scouts shall not be continued in service longer than the exigence shall
shall require: ___
That when the said service shall be performed, the following evidence shall be required ___
Firstly ___ A return of the names, ages and residence of the said Scouts___
Secondly ___ An abstract of the pay of the said Scouts, specifying the exact days in which they were so employed ___ The pay to be requlated by the Earnest price in the respective Counties, in which the service may be performed; and on this point you, will be be particularly accurate ___ I have been informed that 5/ Virginia currency per day, has been given to each of the Scouts ___ If this high price has been given, it must form the excess to be given on the part of the United States ___
Thirdly ___ An account of rations, each ration being stated at no higher a rate than 6 [cent symbol] per ration Fourthly ___ All these papers must be signed, and certified on oath by you the commanding Officer of the County" ___
