At the request of Congress, the Secretary at War announces that he will transmit to the governors of Virginia and North Carolina the names and sums due to the non-commissioned officers and privates belonging to those two states. The individuals will be paid in specie for two-months of service in 1782 and four-months in 1783.

Sir,
At the request of some members of Congress I am about to transfer to the Government of Virginia and North Carolina the names & [undecipherable] due to the new Commissioned officers and privates belonging to the said States to whom is due the pay in Specie for two months in the year 1782 and four months in the year 1783
I request therefore that you would be so good as to furnish me immediately with Cefts. for that purpose authenticated by you.
