Sir,
There are certain arrearages due a number of Invalids hitherto paid by the State of New York prior to the first of January 1782. as it is necessary that the arrearages due all the Invalids of the United States should be ascertained in order that congress may make some provision for the payment thereof; I have the honor to request your Excellency would be pleased to direct a return to be made to this office of the said arrearages due to the Invalids of this State, prior to the first of January 1782.
