The Secretary for the Department of War to whom was referred the petition of Samuel Buffington, Attorney to Francis Luzor Debevere, Reports,
That it appears by the Muster rolls of the 7th Massachusetts regiment, that Francis L. Debevere was appointed a Surgeon's Mate to the said regiment on the 30th of August 1778 & that he was made a prisoner by the enemy on the 11th of November following
that he continued a prisoner until the end of the war & that then he embarked from Canada for France, the place of his nativity
that according to the rule adopted by the pay office, persons remaining in captivity [undecipherable] not been considered as subjects of the limitation presented by the resolve of congress of the 2nd of November 1785
That therefore it would be proper to empower & [undecipherable] the Comptroller to adjust the account of the [undecipherable - pay?] due the said Francis L. Debevere as a surgeon's mate, until the 3rd of November 1783, & that the Register of the Treasury issue his certificate [accordingly?]
All which is humbly submitted to the House of Reps
