4. of Congress was an expense anoth granting to Officers who were prisoners any other [undecipherable] other than their pay and Subsistence while in actual Complicity consequently the Act of Congress of the [undecipherable] does not apply to your case
5. The Regiment of your State [?] of Massachusetts had only of Infantry 16 Regiment which were all compleatly officised before & at the time of your Exchange consequently no Vacancy offered or could be obtained by you
6.An Arrangement of the Line of Massachusetts took place in Septemr + Novemr 78 + in April 79 if you had been considered [undecipherable] an officer at that time doubtless you would have been returned as deranged.
