"Although personally I cannot have the least
objection to an application for more troops being posted
near Marietta, yet I believe it will not be politic
and might defeat the intention ---- The arrangement
connected is with the entire concurrence of the President
of the United States and embraces a variety of [undecipherable]
--It Seems to be a pretty prevalent opinion among
the Members of the Eastern States that the expences
for the Western territory should be rather depressed than
increased --- An application might be attended
With the effect of calling this opinion or disposition
into activity --- The establishment of the troops is
only to be in force until the end of the next
Session This temporary arrangement may have
been dictated more with a view of retrenching
than enlarging the establishment"
