Description
Knox thanks Carroll for sending him the letter from Governor Howard which expresses Howards wish that the bounties of land that were promised to the former army be transmitted to the respective states and then meted out to those who are entitled to it. Knox states that many states will not have the offices to handle claims and disputes, and this must be remedied. If the expense is too great, there needs to be a centralized entity handling claims, such as Congress.
