beg pardon for postponing, answer, several subjects on which you did me the honor to request my opinion, wish is to obtain an ensigncy in the army of the United States as soon as possible, at present all vacencies are filled, agreeable to the existing confederation, troops will be raised under the new constitution, troops in service, in a year or two be modified agreable to the prowers of the new government, may reasonably be expected, would be gratified in his request, commission, militia officers, to go to Europe for the purpose of perfecting, profession, probable that some regulation, will be framed so as, render the measure as impractical as possible, if you should not obtain the commission, obtain proper recommendations.
