I have the honor to transmit to your excellency herewith enclosed an act passed the 11th of this month by the United States in Congress assembled, directing the mode in which the states are to be credited for sums paid, or which may hereafter be paid by them to invalids, and limiting a time within which permitted to pensions as invalids by past resolutions of congress must make appreciating and produce the requisite certificates and evidence to entitle them thereto.
