Baltimore 3d Maythe June 1788
Dear Sir,
Notwithstanding the Nonpayment of the money
which was to have been advanced by the Continental Treasurer
in this State, to Elliot & Williams, they are making great
efforts to complay whit their contract. they have transmitted
to the Honble the board of Treasury a transcript of the proceedings
of our Legislature upon their memorial praying that the AccsWarrants
of the Board might be made receivable for State tapes &
duties heretofore granted by Law to Congress and you will [undecipherable]
at the issue. My earnest advice, to my friends, was to decline
the business, and give their reasons [undecipherbale]by letter to the board of
Treasury; but, encouradged by the Merchants of Baltimore who
have generously given them credit for all the goods, that
are necessary for this SEason, they are resolved to make
every exertion in their power to answer the applications
of the board and satisfie the troops. I'm anxious for their
success, and know that you will expense me if I dsire to
interest you lind offives in devising other means of obtaining
payment of the money which the board agreed to advance.
As the Stores of the Contractors are now on the way to the
Western Country it will be essenctial that they be informed for them to know
What places are occupied, and are to be occupied by the
troops. and I will thank you Sir, for the necessary
directions herein. that I may take the earlist opportunity
of advising them; and if Sir, you can at the same
time commit to them, or one of them, the Office of Pay
Master, and communicate the terms and monies to execute
you may rely upon a faithful discharge of the task.
