Sir
In answer to your letter of 1 Aug last I am
to inform you that if the claims of the North
Carolina Officers (yet unsettled) for arrears subsistence due to
them can be collected & attested to and sent on to
the Office I will report their situation to the
Board of Treasury - Tho from the presumption
that those Officers have been supplied with Rations
from the Public Magazines, and as they have
never made any demand for it to the Commissn
while settling the accounts of the line in No Carolina
there is reason to suppose very little can be due
and the resolution of Congress limitting the claims of the army
to them to the 1 Augt 1786 will also debar them of a settlement
without a special order for the purpose.
I enclose you a copy of the resolution of Congress granting a Commission of [STAMP of the National Archives of the United States is placed here]pct
o the agents of Regiments not pertaining to the line
of any State. On the amount of their issues it may be a
a precident in your case but it is to be observed that
the Commissn has been paid in final Settlement Certificates
from the Registry of the Treasury. I am Sir Yr Mt Od Servt
