I have the honor to inform your Excellency
that the Act of the Council of the Commonwealth
of Virginia of 28th Feb, with the papers enclosed
has been duly received and communicated to the
United States in Congress assembled.
I have now the honor of transmitting
herewith enclosed an Act for dispossessing
those men who have taken possession of the post
St. Vincent. Though this is a public Act yet it is
thought best not to publish it until the Secretary
of War shall have made arrangements for
carrying it into execution; but as the Citizens of
your Commonwealth are principally concerned
it is at the desire of your delegates forwarded
