War Office 14th April, 1787.
Sir,
I take the liberty to enclose to you a letter for Colonel Humphreys, as it contains warrants on the loan officer of Connecticut amounting to 1274 dollars for the pay and subsistence of the troops - The sooner it is presented, the better - There will be a further sum due, on account of pay, but, it cannot now be precisely ascertained, for want of the muster rolls. I have directed Colonel Humphreys to have the men mustered without delay and the muster rolls forwarded to me, in order that a statement of the pay due, may be made out, and warrants to issue for the same. I have made this arrangement with the treasury board.
In the formation of your accounts, you will please to arrange all articles of clothing in one account - medicine in another - fuel, straw, transportation, hire of barracks, utensils, tools, and all the supplies not comprehended in either of the foregoing or subsequent accounts, into the Quarter Master's department. The rations will of course be by themselves, in one receipt, signed by the commanding officer. The colonel, or paymaster will arrange the account of pay.
