Whereas information has been received by me that you have in your possession the sum of fifty seven thousand and six hundred Dollars in the Bills emitted by the States of Virginia and Maryland under the act of Congress of March 18th 1780 which money was sent by me, for the supply of the army & directed to Joseph Clay Esqr. Dy Paymaster Gl. but was left in the hands of Mr. William S Alexander Qr. Mr. at Charlotte, and is supposed to be committed into Your hands by him ----

and as this money has never been appropriated for the purposes assigned by Congress and is now the property of the United States I have therefore & do by these presents constitute and appoint John Neuville Esqr. of Charleston to receive the same from you for the use of the United States, whose receipt, promising to account for the same, to my order or to the order of the Commissioners of the Treasury of the United States, shall be a full and perfect discharge, to you and to the persons from whom you received the same -----
Given under my hand by order of the Board of Treasury this 26th day of March 1787 -----
