Dear Sir
The enclosed account is transmitted to you for you to obtain a certificate from the state of Virginai of such pars of it as has been accounted for with the state and to inform me of the reasons why it should not now be charged to their specie pay ----. You will therefore oblige me by am early communication for this is the only delay to the forwarding the orders in favor of the officers for the specie due them.
