Dear Sir
[undecipherable] of September last,
[undecipherable]
[undecipherable] what appears to be [undecipherable] by [undecipherable]
[undecipherable] when I was on Georgia the Auditor of that State produced
to me the bery [undecipherable] of these companies, [undecipherable] it [undecipherable]
he had adjusted and had paid delivered the State [undecipherable] into
the hands of Leut Van Wagenner for [undecipherable] to delivery to the
soldierys had then no objection to the proof no hibited
for the performances of the services of these men, but
[undecipherable] may appear soon that the state ought present
the sane being passed to call Ltr Wagner to account
[undecipherable] me the receipts of discharges of the
men, for that reason, that the State ought not to
have a credit beyond its payment and that the
discharge [undecipherable] be lodged as a [undecipherable]
against another [undecipherable] from the soldier. I supposed
that at their [undecipherable] they claim of Mr. Morrill was a
subsequent to [undecipherable], in what he had [undecipherable]
[undecipherable]
transaction with which the United States had an advance,
I on this opinion I still continue, and I suppore [undecipherable]
not authorized to consider the pay of these men as due to
any individual, but on the contrary apeared by the
State, and therefore according to the Resolves of Congress
already done the other advances [undecipherable]
