My dear Sir I wrote you by last Sundays posts Still I am uncertain what measures the board of Treasury will finally adopt. They have advertised in this days paper for a contract for provisions - and I have this day transmitted to them officially the terms which were spoken of to serve as a basis for a contract for paying, feeding, clothing, and transport[ing] the troops ordered to be raised by virtue of the resolve of Congress of the 20th of October. Something will [such] be determined on. All I hope is that such measures may be adopted as will most effectually promote the public service.
In addition to the terms proposed when you were here, it seemed to be the idea of some Gentlemen of the treasury that besides the contracts for the troops, a further from of 100,000 dollars should be paid
paid by the contractors in quarterly installments, to the Treasurer of the United States for the civil list. The obligations or orders on the receivers would then have an unlimited operation throughout all the States. You may remember that when you were here it was proposed that some States should be referred for this purpose. Mr Morris was fully of opinion that it was preferable to pay the money for the civil [help?], instead of useing any of the States
I would be unnecessary to enlarge on Midepoints, as Mr King will soon be at Hartford June when you will have the fullest information
