Moor was received by me last Sunday the moment I was about to embark for the State of Connecticut and was on the next day at my request laid before the Board of Treasury. there answer as far as extends I do myself the honor to Inclose and must request you will be pleased According to its Contents to admit M. Phelon to bail.
