Sir
On the 15th of December 1785, I did myself the honor Comptroller to request
the direction of Congress on the subject of the rations which of
the Officers of the army, after their furloughed had commenced
under the resolution of the 26' of May preceeding, which was were
generally to the due from 1st of July to the 3d of November [for the]
Northern Army and from the first of August to the 15th of
November for the Southern Army; as I have did not receive
any instructions, on the subject in consequence of this Letter application I have not admitted the
claims of the Officers for this object part of their accounts, either
in money or in certificates supposing that the intention of Congress in furloughing
the army was to superceed the authority of this expence.
The claims therefore of the Gentlemen you presented to me
this morning so far as they are comprehended in the
foregoing description can not be are not admissable
until I have the sense of Congress is obtained upon them.
