Gentlemen

I have made an inquiry into the merits of

the claim of John McHindell, it appearing to me that the due bills issued by him must be considered of the nature of obligations given for purchases made by him to Individuals, as he has credited to the amount of these obligations it may perhaps be proper that the debt should be paid by the United States, but the persons to whom the same is due not holding these bills in consequence of allowances granted hem as Officers I do not consider it proper for me to liquidate the Accounts for which reason I have done myself the honor to inclose them -
