My Dear Sir,

I suppose you recollect my application to you concerning the stoppages made from me on the possibility of my being indebted to the United States — you was present when I delivered a Certificate to John Pierce Esquire, which was so satisfactory to him that he then desired you would let me have the Certificate which had been detained — you then desired me to call the next day, but it was not in my power to wait on you, as I marched to the westward that day — Your sending it to me will lay me under the most lasting obligations
I have the honor to be
with every sentiment of esteem
Your most obedt Servant
Stewart Herbert

J. Howell Esqr.
