Dear Sir,

I have been applied to by a certain George Kirts, late Soldier in the Delaware Regiment, respecting a renewal of his Certificates of final settlements, which I beg leave to refer to you: by the fragments left and enclosed, and the Oath taken by him, which I have also transmitted you will find that four of his Certificates have been destroyed Vizt.
1st. No. 54,199 for 4910/90 Dols. Pay for 1781
2d. No. 54,517 88 do 1782
3d. No. 55,215 4466 do 1783
4th. No. 54,962 80 do Gratuity

which I have to request may be renewed, I've seen no resolves of Congress taking notice of such affairs, but have no doubt but in this instance new ones may issue without any injury to the U. States — Should you find yourself at liberty to grant new certificates for these remnants sent you will please to deliver them to the Honorable John Patten, who conveys this and is one of our Delagates in the grand Council held in your City — he will pass the necessary receipts and convey them to me —

I am &c
