Description
John Pierce, Commissioner of Army Accounts, issues notification that he will not honor payment on Captain John Lillies' certificate to Mr. John Williams. Pierce was expecting this certificate as repayment on Lillies account with his office. Pierce desires to know how the certificate fell into Williams' hands.

Capt Jn Lillies having settled an account in my office in which was discovered an error to have arisen against the United States of one thousand Dollars, he gave me his note of hand promising to repay it -- when he arrived at Boston he sent me a Letter, wherein he informed me that he had inclosed a certificate N 62.9i8 for 1316 Dols and desired me to deduct the thousand Dols, and send him the balance; but on his my opening the the certificate he mentioned was not inclosed in the Letter, and he has not therefore accounted for the above mintioned mistake -- he has since assured me that the certificate was inclosed, and on the 29 of September last the above mentioned same certificate was presented at the Comptrollers office, for payment by Mr. Jona Williams of Boston which from the above considerations I have stopped until I have heard from Capt. Lillie and he informs how it came out of his hands.
