Expiration of enlistments for 1st American Regiment
Description
Josiah Harmar, Commanding Officer, 1st American Regiment, sends a monthly return of troops in federal service to President John Dickinson. In this return, Harmar states that, contrary to his initial estimates, he has found it impossible to keep the men in service past the terms of their enlistment. Harmar expects to recoup some of the discharged men after they have had their frolic and subsequently tire of work. New terms of enlistment will be for three years instead of one.
