I herewith enclose the amount of old monies Charged to a M.r DRobert Dugan or Duncan Paymaster 4th North Carolina Regiment __ He lives I am informed Somewhere in the city of Philadelphia, he has nothing due him from the public, as he left service at an early period of the war. __ You are Sir, best acquainted with the manner of proceeding against such delinquents who have not accounted to the public for monies entrusted to them __ I am respectfully Dr Sir
