Agreeable to your request, I have inclosed a true description of two Certificates sign'd by Jno Pierce Esqr. Commissioner It appear evidently that the Certificate Numbered 21,045 Originally in favour of David Adams has been altered both in Name and sum that the author of the Knavery, has by some means or other extracted the name of David Adams, and placed therein Henry Dearbourn, in order that the Certificate might pass unsuspected - as such sums were issued to officers of Henry Dearbourns Rank - The other Certificate Number'd 12002 appears clearly to have been alter'd from the sum of 8 87/90 Dolls to 546 Dolls.
