Sir,
It is my opinion that the Artificers have
no promise of Congress under which they can
claim commutation, for which reason I
am obliged still to retain yours in my hands.
I am sensible that your services have
been meritorious and that you will be
unjustly dealt by unless some part or
the whole of your pay is given you in
money or your commutation granted,
but I must act in the case of commutation
as to be justifyed by the resolutions of
Congress —
I am sir your Obedient Servant
