Springfield Jan^ry 10 1800 Sir, I have in Several instances disposed of acception & in one instance only of which Marsells Boyants & Co after having them approved by Col^o or B^r John — [undecipherable] the proceeds of a debt has been carried to the credit of the United States — giving my self authority engaged in the sale of those last articles for a share in your little to the Superintendent whilst he allows me — In future I should be for your particular instruction as disposing of these affairs lately, not failing a [strikethrough: settlement] was remade by proceeds of sales without them I am convinced it is better for the United States to sell them for what they now fetch, than consign the them with them — I am Sir your Most Ob^d Serv^t J^as Williams Sam Hodgdon Esq^r Springfield January 16^th 1800 Sir Contained are the January & December bills of the Armourer employ'd at this place for the month of Dec^r 1799 as handed me by the Superintendent also an Estimate of the probable amount of expenditures for the Month of January next — with a letter of Marsells & Boyants and M^r Draws disbursements to Nov^r 11 1799 — If the Estimate of Expenditures meets with your approbation, remit the amount may be paid over to Sam Hodgdon Esq^r my Agent, to be remitted me on account of the Money — I am Sir with the above & respect Your ob^t Servant J^as Williams [Copy] 2 Read James McHenry Secretary of War
