When Mr Meng asked me last summer if accounts against them were to be exhibited - thinking only of the French gentlemen in the corps - I answered it was not material, recollecting that by special orders they had been furnished by the public with extra articles, particularly horses purchased expressly for their use; and finding that the stores issued were of triffling value, and almost solely regarded the horses with which they had been supplied. but Mr Meng having lately shown me the charges against the American engineers, I thought it proper to exhibit their accounts, and with theirs, those of the French engineers, the whole of which are inclosed.
