I have directed the Sum of One thousand Dollars, to be paid into your Hands to be applied in Advance towards the Pay of the Seamen and Marines, entered onboard the [Ship?] United States, under the Command of [John?] Barry Esquire. — It may be pro[per]
you should pay over to the Officers appointed by Captain Barry, for the recruiting Service, such sums of Money from time to time, as may enable them to complete his Complement of Men; taking their Receipts for the same, and directing them to provide themselves with proper Vouchers of the Expenditure.
The Secretary of the Navy is daily expected. When he arrives arrangements on this subject will be concluded upon, and the accounting Office for the Settlement of such accounts designated. —
