Savannah 26^th May 1795 Sir Willis Alley the paymaster of the militia has been with me and received the money for the pay of the Spies and Scouts authorized by the President of the United States — Enclosed is my Account current N^o 9 and Boundaryman which I shall make a few observations. The vouchers from N^o 2 to 9 inclusively have been compared with the receipt vouchers of plans remitted to me — which I have had doubts and I have seen the paymasters receipts thereon and know him wrote them; but in Some instances as the Spies for Flamboli bounds, the only rolls which went to your Office, under its receipts have been taken conformably to your receipt rolls — But some of those now forwarded, the rolls had been written but the commanding officer of the Commanding writes that the Spies were mustered upon oath. He is observed although the Secretary of War directed that the Spies should be mustered upon oath he did not order any particular form — and the Spies must, whose instructions they have been pleased have now omitted to take their depositions as to the Service they actually performed — the only you will find acknowledged by part of the rolls was a form given in the late Col Prosey when he did the duty of paymaster of the militia. I should however - notice it unnecessary when the certificate of the commanding officer of the Company is annexed, as on the rolls of General Black Summons and of those under the direction of Brig Gen General Clarke, those gentlemen were now desirous of having this brought properly, the manner in which we have known the rules they have conceived fully answering the intention of the Secretary of War.
