July 24, 1785] Point Repose Near Wilmington Sir In M^r Jacksons letter to me from New Bern Feb^ry 23, 1785, I am acquainted that I am charged in the Paymaster Generals books for monies delivered me at Sundrie times for the Recruiting Service, to the amount of 45500 dol. Continental paper Currency which must be properly accounted for before my account with the United States can be finally Settled — Also in his letter of the 9^th March (in answer to mine of the 22^d Feb^ry enclosing the State of my old Money Account with the United States) he inclosed me an Extract of the old Monies charged to me in the Paymaster Generals books — The first is a charge of Sept 1778 for the purpose of Recruiting drafts from N^o Carolina - - - - - - 2500 dol Feb^ry 1779 For the purpose of recruiting men the 4 & 2 N^o Carolina Regiments - - - 25000 Dec^r 1779 Cash paid by my Order to [undecipherable] as pay our Said Regiment - - - - 18000 45500 Now Sir compare this charge with my account in hand and you will see there is a mistake in the first charge of 10,000 dollars — it Should have been 12500 & which I actually received — as no pay of the troops ever came into my hands, I never charged myself with any Such — I thought the paymasters receipts was sufficient for Such monies. However finding by M^r Jacksons letter of the 26^th May 85 that his instructions is such as obliges him to return the balance of my [undecipherable] for the year 1782 untill that money is properly accounted for agreeable to the Resolves of Congress by producing vouchers for the expenditure of the Same — I applied to Cap^t Callender (formerly 1^st & acting Pay Master to the 1^st N^o Carolina Regim^t.) he readily gave me an acknowledgment of his having received the Said 18,000 Dollars at Philadelphia from D^r Slade (it is inclosed) and informed me that he gave M^r Jackson an account of this money in his settlement with him — I pledge to you my honor that I have Vouchers for every article mentioned in my account — Some of the Officers I have Since seen they tell me they acknowledged to M^r Jackson the receipt of the Sums I charged them with & Settled accordingly — [strikethrough: I would have waited on M^r Jackson at New Bern with them] but the extreme distress of my family by Sickness at that time would not permit me & Since that I have been in a lingering State of health — The Men who took the money out of my trunk I believe is still alive & I Shall be able I hope to get his acknowledgment of the Same — Many of the Receipts are taken in orderly books & other papers wherein I have Vouchers also for monies & articles — I must have to Settle with the State when they call on me — The account I Send you corresponds with that I Sent M^r Jackson only the 18,000 Dollars included and accounted for & I hope I have explained it in Such a manner as will give you full satisfaction — I Should imagine Sir, by comparing my Account with M^r Jacksons Settlement with the officers of this State sufficient Vouchers would appear for me as I am thoroughly persuaded none of the Officers would deny the receipt of the Sums I charge them with I am Sir Your most Ob^t hble Serv^t Thos Clark
