[Address: Joseph Howell Esqr / Commissr of Army Accounts / Philadelphia]
[seal]
Joseph Howell Esqr,
Sir
I have been favored with your Report of February last to the Honble the Secretary at War respecting the balance due to me for Subsistance. — You observe that it must be for want of my Account, that the Settlement [strikethrough: has] not been already made; but I can Apure you that I have drawn three different Accounts for the same purpose, one delivered to Capt Rob. Fenner our Agent, the second I forwarded to Wm Pierce and referred him to Colo Ashe, the third I now inclose to Colo Abisha Thomas who will wait on you and is authorised by me to transact the business in my be=half. — I am sorry you have been put to so much trouble in examining the Accounts, but hope you will excuse me, as there is still a balance due. — As soon as this comes to hand, I will thank you to take the most effectual method to settle this business with Col. Thomas, that I may receive the balance now due, as soon as possible, being much in want of the money. —
I have the honor to be,
Darborough
