[Septem 12^th 1784 From Joseph Carleton] [Cover address and endorsements — partially illegible due to document condition and folded orientation] War Office September 12. 84 Sir I am honored with your favour of the 21^st July last containing a return of the Officers of the 1^st North Carolina Regiment — The Brevets due thereon are made out and will be forwarded to your address as soon as they receive the Signature of the President of Congress, who has no power to sign any Official Paper during the recess of the House. I have been obliged to substitute Printed Certificates in the place of Parchment Commissions which cannot at present be [undecipherable] This will however not [undecipherable] be [undecipherable] Arrears and Commutation. No Officer can be considered in Junior to the end of the line, but those who were actually arranged on the 1^st day of January 1783 pursuant to orders from the Commanding General of the Southern Army — it has however happened that some Officers who were arranged on that day continued in the field and did duty a greater part of the Year in the room of the arranged absentees and Prisoners of War — Officers under this description are only entitled to the emoluments of their Commissions during such Service.
