Inclosed is a Return of the balances which appear due the Non Commissiond Officers & privates of your late Company in the Year 1776. The Vouchers to the Settlement being very imperfect I have been under the necessity of apportioning the Clothing to do as if they had received it. & I have [strikethrough: those] also charging to each Man the half pay. tho' this method will not probably do Justice to some, yet I was compelled to form the Settlement in this Manner for want of information and to do Justice to the United States.
I am of opinion the balances to each will fall little Short of their actual dues. for Instance the pay of Serj James Merchant amounts to — £35. 8. —
