The Commissioner of Army Accounts upon the petition of Major William Taylor of the late Virginia Line, referred to him by the Secretary of War respectfully Reports— That upon application to the files of officers accounts adjusted in his office he finds that the claim of the Petitioner for Commutation of Pay has been finally settled and that on the 2^nd of June 1789 Certificates were issued to John Hopkins Esq^r of Richmond in Virginia agreeably to the order of the Petitioner in his favor— As the circumstance of the settlement was probably not known by Major Taylor previous to the transmittal of his petition to Congress the Commissioner is of opinion 'tis only necessary that he be informed thereof as M^r Hopkins will no doubt deliver the Certificates to the legal proprietor or his order [strikethrough: All which is humbly submitted] J.H. 10^th June 1790 [The Hon^ble Sec.^y of War.] [endorsement, rotated: Major W^m Taylor / 10 June 90 / On his claim / [undecipherable]]
