[Report] To the Sec'y at War upon the petition of Cap^tn Nath. Fox of 6 Virg^s Regiment 13^th April 1790— [monogram] The Commissioner of Army Accounts upon the petition of Cap^tn C. Nathaniel referred to him by the Secretary at War respectfully Reports— [seal] That it appears from the musters of the late Virginia Line that Cap^tn Fox of the 6 regiment was deranged on the 30 Sept^r 1778 without mention of its being in consequence of disability occasioned by wounds received in the Service of the United States— But from the respectable certificates which accompanies the petition the Commissioner is inclined to believe that to have been the fact— If this is admitted the Petitioner will then have just pretensions to all the benefits of the— [strikethrough: undecipherable] Act of Congress of 26 August 1775 and if compensation proportionate to his disability has not been made him by the State of Virginia he has in the opinion of the Commissioner a right to expect it from the justice of the United States— And as the acts of Congress do not authorize the grant of commutation of pay requested by the Petitioner the Commissioner is of opinion the compensation proper to be made him can probably be best determined by a recurrence to the principles contained in the said resolution of 26 Aug. 75— All which is submitted Office of Army Accounts [initials] 13^th April 1790.
