The Commissioner for settling the accounts of the Army to whom the [undecipherable] was referred of Bryan Bruin Esquire Begs leave to report, that a resolution of Congress of the twenty- first of July 1782, had recommended to the several States the to whom the Officers taken from the line to act in the depart- ments of the general staff, belong, to adjust and discharge on account of the United States the depreciation on their extra pay in the same manner and to the same time they settle their accounts as Officers in the Line — which resolution recommendation in the opinion of your commissioner is sufficient [strikethrough: to authority] the state of Virginias for granting the depreciation on the extra pay of the staff Officers, taken from the line of that state, and therefore no particular resolution is necessary in [strikethrough: the] the case of Bryan Bruin Esquire.
