It appears by information received from Col. Carrington that he has been employed by the Secretaries of War from the Year 1791 in obtaining military supplies in Virginia, and that on various occasions he has made agreements similar to that made by him with Dr Humphries which have always been held valid. Had this been known to me when Dr Humphries' acct. was settled I certainly should have conformed to the established course; and am now of opinion that it is proper to settle an acct. with Dr. Humphries accordingly.
