Cap^t Hugh McFall Accountants Office Sir — January 27. 1801 In the month of January 1800 an account was presented & allowed to James Seagrove for rents of certain of his property in the State of Georgia occupied by the U.S. a copy of the account I inclose herewith — A Statement is now presented for rents of the same property in continuation, differing from the first in the amount charged for rent of the ground on Point Peter, the former being charged at the rate of 400 dollars P annum, and the latter at 1500 dollars; a Copy of which is also inclosed — As it is supposed from your long residence in the State of Georgia and the opportunity your official duties have afforded you of judging of the value, and situation of this property, that you are enabled to report to that effect — you are requested to state in writing the circumstances which have come within your knowledge relating thereto, and generally such particulars as the nature of the case calls for — to enable the Secretary of War to judge of the propriety of allowing this claim & to whom it must be referred previous to its being admitted — [undecipherable] N.S. & you will please to return the papers to this Office — The Hon^ble ) Accountants Office Tho^s T Davis January 25. 1801 Congress Sir I have the honor to acknowledge the receipt of your letter of yesterday with the papers therein inclosed — The objections to a Settlement of the claim tho' not particularly noted were thought sufficient to reject the papers — The signatures to the Power do not appear original, & there is no identification of the persons signing — In passing claims of this nature I have thought it advisable to be particularly strict in demanding full & sufficient vouchers; for this reason I have required a certificate either from the magistrate or Coll. of the County that the persons who signed the Power were known to be those who performed the service — and the oath of the parties that they faithfully performed the service charged, and that no compensation had been received therefor either by themselves or their Attorneys — You will no doubt perceive by these rules the necessity of obtaining more complete vouchers before the claim can be admitted — I accordingly return the papers — I am &c N.S.
