[Copy of letter from the Sec^y of War to Jonathan Rhea relating to Contracts made by them with [undecipherable] dated the 29 April 1799 and the [undecipherable]] War Department 29 April 1799. Sir. (Cpy) It has been the practice of the persons who have supplied rations at recruiting rendezvous to furnish quarters for all the men that at any time were there stationed; and also the means of transportation for them in their removal. If you have entered into contracts without such [strikethrough: stipulations, having contracted so,] you will inform each of the contractors that it will be Expected, that he should furnish quarters, and the means of transportation, as above mentioned; and that he will be allowed on the Settlement of his accounts, the monies he shall actually pay for such quarters and transportation, and also a Commission of two and an half per Cent on the same.— The Accountant of this Department, will be directed to furnish the contractor with forms for keeping his accounts and the kind of Vouchers necessary for a Settlement.
