[undecipherable] of 8[undecipherable] Phila January 16, 1801 Sir Some 4 dolls have been forwarded to this Office on account of cannon furnished to & [undecipherable] above by you for the same— Before I can enter the amount to the credit of this account, it will be necessary that the receipt should be more explicit. If you will have reference to the Contract with [undecipherable] & [undecipherable] (of which you have or ought to copy) you will observe that there are certain requirements to be used in proving particularly those set forth. It will accordingly be necessary to state in your receipt that this cannon have answered the requirements pointed out in the Contract with [undecipherable] & [undecipherable] dated 10^th May 1799, & have been found in every equal [undecipherable] to [undecipherable] furnished with this new Contract. A certificate of this kind will show that the Contractor has complied with his part of the Contract as far as he has delivered cannons & will be a voucher for drawing this amount to the credit of the Contractor in the books of this Office.
