On this you are incorrectly informed, no allowance has been made to Capt Morris or any other Officer of that Grade for repaired while attending there, as Harpers ferry is considered a Military Depot & Capt Morris's claim for Major here was also rejected as he travelled on his own Chest and the regulations of the Secretary of War forbid any allowance without proof being found that the Sum charged was actually paid for Stage hire.
