The Hon^ble Nath^l Mason Esq^r in CongressSir I have the honor to state on the Subject of Compensation to Cap^tn Richard for performing the duties of Temporary Pay master in Tennessee that his services have no comparison with those of Cap^tn Guion - The former received the money on Pay Rolls examined by the Agent War Department in Tennessee & his duties were confined to passing the money to the Soldiers & taking their receipts - Whereas the latter was in a more responsible situation, he examined in the first instance the Muster & Pay Rolls, drew Bills on the Secretary of War for the Payment & became responsible for the accuracy of his transactions. Another objection relates to allowing Cap^tn Richard the same compensation as was allowed to Cap^tn Guion: He was appointed & accepted under the express allowance of 20 dollars P month & his accounts were accordingly settled by the agent of the War Department in Tennessee. Whereas Cap^tn Guion was considered as performing the duties of a Deputy Pay master General to which appointment the Pay of thirty dollars P month is annexed by the act of Congress of the 3^d. I can only reply to the first part by informing you that when the money is received by Cap^tn Vance & his receipt produced the amount will be entered to your credit here. The expence of transporting the money should entirely be avoided. I hope you will be enabled to pay the money without incurring it. The Compensation allowed to Supervisors of the Revenue for receiving & paying Public monies, not connected with their duties as Supervisors, is one p^Ct. This sum will accordingly be allowed you on the close of the transaction. I hope a suit may be avoided by the payment of the balance due by Pol^e Edwards, I think it will be advisable to await the period he has mentioned for paying the money - & in case of non compliance I will report the circumstances to the Comptroller of the Treasury for his interference.
