Adjutant's Office City of Washington Dec 29^th 1800 I have received your favour of the twentieth instant, with the Recruiting Return, and thirty dollars in Cash, being in full for the Epaulette sold you by Gen^l McHenry. Enclosed are copies of the General Orders of the thirtieth Ultimo and first instant for your information and government. By the last of these Orders you will observe that the Recruiting Officers are to send their Reports and make known their wants in all matters of duty, to me. I have ordered Lieut Peter P. Schuyler of the Third Regiment of Infantry, who is at or in the Neighbourhood of Albany, to report himself, and receive your orders, and you will please to consider this Officer attached to your district for the purpose of Recruiting, and furnish him Accordingly. By a letter from Major [undecipherable: probable reading Doville] to the General of the eleventh instant, I am informed that Lieutenant Richmond had not returned to his Post, and that the Officers and men for whom he has received money were not paid. I hope however that before this time he has returned, & the difficulties mentioned by the Major are obviated. But if this should not be the case, and you can hear when Mr Richmond is, you will please to order him to join you the soonest possible.
