Sir Albany 13 Dec^r 1800 [strikethrough: I was requested to] Mr Joseph C. Cooper who was a Lieut in the 12 Reg^t. commanded by Col. Smith, is desirous of having a similar commission in one of the [strikethrough: remaining] established Regiments — I have not the pleasure of being personally acquainted with this Gentleman, and therefore can say nothing of him from my own knowledge or observation. But I am assured by those who know him, and in whose candor I confide, that his character and Qualifications [strikethrough: are unquestionable] — [strikethrough: recommend him] and with the character [strikethrough: who is now dead,] not only with his father I was acquainted from early life — [strikethrough: more than] thirty Years — He had great merit, as a Physician, a man, and a magistrate — but also as a [strikethrough: he was known] and as a steady friend to the Rights and Government of our Country.
