War Department 10 Dec. 1800
[17]
Sir
I have received your letter of the 25. ultimo with a copy of the list of Invalid pensioners furnished you from this Office for the last semi-annual payment, together with a duplicate of your letter of the 2d of June 1800.
When your letter last alluded to was received it did not escape observation, that Casar Barnes, was stated to have "removed to Lucerne County Pennsylvania", but that circumstance was not deemed a sufficient cause for transferring him on the books of this Department. In order to ensure regular settlements of the Invalid accounts, it is necessary that all transfers should be made at this Office, of which due information will be given to the Commissioner of Loans for the district in which they may take place, who, as Agent for the department will be governed thereby.
Those remarks are made with a view to correct a practice which if pursued cannot fail to be attended with inconvenience. But in the present instance, considering the great distance to which Barnes has removed from your office, I shall cause him to be placed on the list of Pennsylvania from the 4. of March 1801, you will be pleased in consequence to expunge his name from yours.
I am &c
