These officers are in all relations to the pay of the troops subject to the instructions of the Pay-Master General, whom they are only to report; and who himself will be careful so to arrange the business of his department, as not to interfere with the grace of the clothing. It is presumed that by a firm adherence to this arrangement economy comfort and uniformity may be promoted, wastefulness repressed and that many species of irregularity of supplies taken and equities may be checked. The Commanding Officers of Fort Johnston in North Carolina, take from Major first Battalion, and of Fort McHenry in Maryland, taken from Major [undecipherable] are for the sake of consolidation and convenience, to report directly to Colonel Burbeck, and receive his views untill the General returns. Lieutenant Colonel Commandant Guttie, Bull, and Burbeck are authorised to constitute general Courts Martial within their respective commands, untill further orders.
